You should use democracy or theocracy.  If you want to attack super aggressively maybe a tyrant or dict but that's a bit worse

because thats not -35% tech produced, that's -35% tech bonuses which who cares, labs dont get better with tech.  like, yknow you cash more with bus/res tech, your industries make way more troops with indy tech, theres no tech that makes you tech better so theocracy can tech as well as anyone else.  and then at the end of the set when youve got money to buy networth with, you have tanks for like $420 or whatever and can jump up for a big finish
