But i think, Strategy & Tactics should be.
Not sure how to call this section, I can just steal section name&description from there...

No, it's not needed. it was almost never used in the past, it wont be used now
the best idea is to create a STRATEGY & REPLAYS section, as most of the players watching replays are paying attention to strategy and the important part of the strategy are the replays. Why would you create 2 separate sections for that, both of which wouldnt be used much

Delete moderated discussion, no one is ever going to use that, and add strategy section which will be used much more.

+1 to Claw's idea. Replays section already experiences little use, Strategy & Tactics section will have about the same traffic at best, or more likely even less so.

just delete the moderated section already. It only has 2 posts and they were both troll posts.

As a clear demonstration of how unimportant removing the Moderated Discussion board is, neither of you noticed that the Moderated Discussion board hasn't actually been removed. iL's "done" post referred to merging Strategy & Tactics with the Replays section; Moderated Discussion will remain for the time being. The forum moderation team would also like to remind you that spamming empty self-quote posts isn't currently a supported avenue of affecting forum-wide policy changes.
