So, you unpack mpq archives and have many text and dialog files (located in rez mainly).
You want to edit that file for some reason, how to do that?
Here are these 2 utils: binedit and tblpad.
I just tried and they works for me.
Also note that these extensions doesn't guarantee compatible file format (for example ai.bin is not the file to open with binedit). Also some files with improper extensions could be opened by these utilities. Appreciate if you post some additional details about how to open other files.

Yes I have an all in one program I use and mention before that does everything and .got files.
AI Scripts
GRP Files
All DAT Files
Palette Files
TBL Files
GOT Files
LO? Files
TRG Files
iscript BIN Files
FNT Files
Tileset files
PCX Files
MPQ Files
and many more.
I see you are aware of the way the programs work with the extensions. Most of these work for warcraft 2 files from the mpq too. PyMS is a great program for most of your editing needs. There is many more useful programs here

Some only work for starcraft but will handle certain setting in .got editor even though it's starcraft stuff.... be careful and back up don't corrupt your hours spent modifiying.

I didn't test that, but i think something like Run-Time .dlls for Visual Basic: https://support.microsoft.com/en-us/kb/196286
Also wondering how comdlg32 is missing, looks like one of the main dlls for old windows.
Not sure about missing files for win7/8, i still use XP as the main OS...
You can also try to find RuntimePack: different versions 14,15,... (self-made pack of dlls to download, google shows only russian links with it to me)
