I'd never think it could be possible to find the WinMPQ source, but here's it:

Page also contains utils for most resources, like tbl, grp, ai, and much more.
I'd say everything to work with all the existing resources for war2 data

This utility changes the subsystem of a compiled program. This allows you to give a console window to a program that normally would not have one.
Note: This program is a console application.
