I've followed all instructions for forwaring ports, and it seems to work - when I send (both TCP and UDP) packets from a remote server to ports 6112-9 the packets are logged in my router's logs.
However, when I try to connect to war2.ru, nothing appears in my logs, and it displays the error.
What am I doing wrong?

Hm, firstly you don't need any portforwarding for just connecting to server. That should work natively.
Looks like need some more information from you:
1. which error? Can you post the screenshot/photo?
2. which war2 client and server do you use? You should connect to server.war2.ru
3. is ping server.war2.ru works for you? Is telnet server.war2.ru 6112 works for you? That should work.

1. Its the one described under "UDP Packet Error" on the "What to Do if You Can’t Connect to the Server" support article (it's not letting me post links here)
2. I'm using the latest WCII Combat Edition, and connecting to "RU: War2 Server"
3. Yup, both work fine.

If you have a firewall/antivirus, try disabling them and see if it helps.

then it looks like your OUTGOING connections to 6112 port is not accessible. Do you have any specific firewall or internet connection?
You should allow both tcp and udp connections outgoing to the world.
3. Yup, both work fine.
If telnet works fine, that looks like your Warcraft II BNE.exe is being blocked by firewall... Try to check that and unblock that process there.

This is very weird...
So I've disabled Windows Firewall, and enabled logging on my router, and it looks like the packets are at least going through my router.
When I (attempt to) connect I get:
Sun, 2014-12-14 20:44:10 - TCP Packet - Source:192.168.0.4,53797 Destination:62.113.223.150,6112 - [Warcraft II rule match]
Sun, 2014-12-14 20:44:11 - UDP Packet - Source:192.168.0.4,6112 Destination:62.113.223.150,6112 - [Warcraft II rule match]
Sun, 2014-12-14 20:44:11 - TCP Packet - Source:192.168.0.4,53797 Destination:62.113.223.150,6112 - [Warcraft II rule match]
So is the only thing left my ISP blocking my packets? But how can I still connect via telnet?
I'm utterly confused...

Let me fix my previous post:
that means you have problems with UDP packets.
TCP connection works fine for you as soon as you can join chat via war2 or telnet, but UDP - doesn't.
1. try to totally disable any firewalls you have on both computer and router.
2. which model of router do you have? Several very "smart" models could cause problems with improper port forwarding configurations.
Can you post the configs for the rule "Warcraft II"?
3. try to disable your Warcraft II rule. It could cause some kind of problems being improperly configured.
