port forwarding is a feature on the routers, is it like "greyed out" and with a message pay your is $$ to enable. orwtf ?!

wireless phone conns 3g / 4g sux. they arent meant for online gamin, they  r the worst for it. latency iz just too bad n unstable. u can do only 1v1z. just get a cable/dsl. all the ispz r cheap these dayz. no matter what u buy.

Make sure nothing is tying down your network. 

1. Almost every time I play with a lagger, I tell them to make sure nothing is syncing (Dropbox, OneNote, etc.) on their computer.  This usually fixes their lag. 

2. Is the new computer hard wired to the router or using the wifi?  If possible, try it hard wired.  If you're using wifi, the computer may be too far from the router.  It may help to either move the computer closer to the router or use a bigger antenna on your wireless card. 

3. If the patch doesn't work, could you please post a screenshot of your port settings and post them here?  Also, run a speed test at speedtest.net and a ping test at pingtest.net.  Take a screenshot of these and post them as well. 

I don't think you're fked.  There should be a way to fix this problem.

Alrighty tested out ILs patch. Didn't work.
Checked that, your ports are being forwarded by my UPNP, so it works.
I got a poopy new internet connection (it's pretty awesome for everything else except war2) - I can't forward my ports (I think the ability to forward the ports will make the payment be smthing like 70% higher) and I've noticed that if I play with unforwarded ports on my newer computer (dude, I don't wanna carry my old computer anywhere, so I have it in my swimming pool in a place far away) it will lag like a mofo.
Also note that UPNP is just the way to autoconfig the portforwarding (to just let them join your games), it's not the total lag fighting thing.

What does /ping show for you on the server?
Do you see other players red, green or w/e?
it's pretty awesome for everything else except war2
What else expect war2? Downloading files? Web browsing? Or any other realtime online games?
Note that speed (Mbit/s) and latency (ms) are absolutely different parameters.
