i reinstalled windows and the DL link doesn't work... just loads ... can't dl server file @ https://en.war2.ru/downloads/

Doesn't work for me either but there is a link to FTP server at that same page and you can download it from there. http://ftp.war2.ru/war2/ (http://ftp.war2.ru/war2/)
