Not going to comment on specific stuff just going to point out one thing about player behavior that should lead to a immediate ban and that are a real problem when it comes to advertising the game through streaming and all:

- Stigmatization and or insulting talks on communities/minorities, I am sorry but these have just no place in a game, having racist / homophobic / misogynistic or pure hating and disrespectful disgusting sentences appearing in a game chat that might be live streamed is a real big deal.

Not only because most platform that we stream on do have these kind of stuff in their terms of use but also because most of us genuinely don't give a **** about your political and mental problems this is a game its supposed to be fun so while although a certain level of salt can be advertising there is a balance to be found and some people are just not educated enough to watch what they are saying.

I know I might get bashed but here is a new comer point of view for what it is worth:
I am not long back on the server I do love the game and I am very happy I get to play and have fun on it again though I think I can give another perspective to that matter:

Even though hacks exists and people might use them which is disrespectful and denotes a clear brain deficiency if you ask me.
War2 is not the only rts/competitive game out there that is hackable look at Starcraft for example, there are things you can prevent and things you will never reliably catch (like macros) the question is how it is handled overall how big of a drama it makes.

Let's look at the big picture now war2.ru is roughly <100 players online at its best hours.
We want more players right? Players especially new players they want to have fun they want to play an old game and enjoy their time doing it they want to play too.
Sometime they are good most of the time they are pretty bad lets be honest here not every one played the game before.
The point is there is one thing that I am pretty sure of: negative attitudes, elitism, aggressiveness, and accusations of hacking these just look terrible from outside, that just does not sound fun at all.
Knowing this is a freaking 20 years old game that not more that 100 people on the whole planet play at one point in time. How bad do you want to win knowing how worth is the competition from that perspective anyway?

Let's take a guess on effects of our actions/talking on the server and its players:
By complaining and spamming a guy that you legit think is hacking on war2bne channel or insulting someone publicly what are the odds the guy was actually really hacking and if he was how much is that going to help the case vs how much are you harming the fun of everyone else on that channel by whining about it or bringing that up?
Now consider you've been insulting/spamming/whining about it for about 10 min (sometimes its even more) on that public channel or stream or video you were on.
How likely are you going to catch the attention of a new player that will read that and think that the game is straight broken and full of hackers, or that it is full of whiny/bad mannered people and in both cases come to the conclusion that it's not fun or worth downloading do you think?

More than fixing hacking I would recommend fixing attitudes and by that I don't mean new rules and stuff I mean just people trying to behave and have fun.
So far I think I only played one game with a hacker inside it who actually said he had a hack from the very beginning and he was actually terrible and he lost it because he was also very new.
I am not going to lie I laughed my ass off. And for all other games I played, I never felt like I was cheated on, maybe I was and in all honesty, I don't really care I had fun playing most of them that's the point isn't it?!?

Now about welcoming new players and having fun doing it:
When they are totally new sometimes I just put them in a team as a bonus and sometimes you don't even see one grunt from them (actually happened on HSC the guy just played sim city while the rest played normally I think Yamon was in that game which was a pretty fun game series)
I think bringing/allowing new players in your games that do play horribly bad might teach you something else about the many ways to have fun, these guys they just want to have fun, sometimes you are in imbalanced team with good players and you face new/bad players, in this case just make freaking skeletons and rangers and forbid yourself ogers for example give them a chance.
Trust me you will have much funnier games if you don't always play for the win but try to make up rules to balance things up and make the game fun for everyone.
And yes you can say that with smurfs its hard to balance, we never know players level we could though make a elo based on IP addresses and bla bla bla but you know what? Most of the time people are honest on their skill levels and if they are not well you play one game and you are fixed, usually its fast and the next game you pretty much know what you are dealing with.

So yeah conclusion hacks exists yup that's sad. Now what? Do we really want to keep complaining about something that is barely noticeable by most of the player base in a public and loud way?
Does it do the game, the server and all of what is fun about it really justice?
Or shall we all try to handle these problems in a more mature way to make sure it is not overshadowing all good the game has to offer for new comers?

(this reply is not about that forum post in particular more about hacking and the way it comes up in general)

As far as OS are concerned:

1/ Windows:

In my case windows 8.1 with classic shell work like a charm I don't know about 10 I don't  usually install adwares on purpose on my computers  ^-^.
I think I tried 7 once but I dont remember running any utilities, with 8.1 I run war2, observer and insight all at once with a batch file and it works pretty good out of the box.
(I also tried pudbrowser and map editor for science and it  also works fine)

2/ Linux:

I dont know how linux handles wine nowadays
I usually dont use linux for playing myself but it might be worth looking for that too.
I heard it is pretty stable one good thing about it is you get to try that for free and if it does not work well you haven't lost much.
As far as linux distros are concerned Id go for Mint or Manjaro if its a first time linux thing they are userfriendly and quite popular.
Also for graphic cards if you are going to run on linux you will want to get a Nvidia with the proprietary driver they are better supported.

Also I cant tell about the various utilities obviously if anyone runs linux they might have more insight  than me no puns intended ;)

Well as you said we don't really care that much about disc space anymore, disc space is cheap I am pretty sure everyone would be fine having the complete install knowing that they also can launch that campaign thing if one day they feel like it right away they install the game once and voilĂ  they are basically done they have everything ready to go out of the box so to speak. 8)

Also if you think a dialog box is cool still we need to make sure that it is not too intrusive that once the game install works properly it wont show up anymore so that you don't run into it every-time you exit the game ;-)

So basically if you do that in a batch file you can check just after starting war2 if you need to wait for it to end or not based on if the user said he was fine with the install or not by reading some saved data from a file. :-)

Here is one idea that is not automatic but might be a little more user-friendly than what we have at the moment.
We could ask the user directly if the install worked after his first launch and try the different settings for him if it didn't until we find the right one or we run out of options in which case we prompt him to ask on the discord/forum for help.

For example it could be something like this when you run the batch file:
Step 1:
Runs the game with default settings.
Step 2:
When you close the game, if you have not yet approved you will be asked if everything worked properly.
Step 3:
Checking the user's feedback
-> if yes, we save in a file the current configuration and we do not ask the user again next time he closes the game (we don't even have to wait for him to close it).
-> if it didn't work out, then we proceed to the next configuration and try running the game again and repeat step 1 until it works or we are out of options
If all installations configs failed we prompt the user to ask for help on the forum or better the discord.
I guess that could be a suitable way to handle the issue.

I think the same for the game files overall I think if it has all the musics and sounds and cinematics/campaigns it might help more people coming back as they wont feel like the game is broken or something's missing. Even though I guess most of us don't actually play with the music on and certainly barely ever play the campaign, when people come back they are more nostalgic and they might want to play the campaign first before they play online just to get themselves back on track, plus they wont end up in someone's game rediscovering everything while being cursed at.

And thats how you make people hate linux for no reason.
On linux to run old windows executables you will need to install Wine.

Mint is derivated from ubuntu therefore you should be able to do these steps :-)
